Crank no start

During your start attempts. Does the engine sound like it is trying to start during the first few revolutions but does not but feels like it should have and then almost immediately sounds like its never going to start as it rotates.
If your engine start attempts sound like the above I would be suspious of clogged catalytic converters.
Short story follows - I recently ran across a 3.0L 2004 Ford Ranger that would not start. This truck has had an emissions related check engine light ON for years. The problem started when the owner ran low on gas and he thought it had run out of gas and the truck died. He added gas but no change. Fuel pressure was low at about 27psi so he replaced the fuel pump (and filter) and pressure now at 60 psi but still no start. Starting fluid no help. Now for the fun part - pulled plug #1 and held against ground to test for spark and it had spark but truck started on 5 cylinders with one plug removed. My mouth fell open. Reinstalled plug #1, no start condition returned. Removed plug #1, truck started, reinstalled plug, no start condition returned. Reinstalled plug #1 and no start condition returned, removed plug #2 and truck started, reinstalled plug #2 no start condition returned. Removed plug #4 and truck started, reinstalled plug #4 no start condition returned. The only conclusion I could reach was that somehow the engine was able to exhaust through the missing plug hole and this was a real stretch of the imagination. Pulled catalytic converters and the downstream converter was packed with about 1 quart of debris from one of the upstream converters. Cleaned loose debris from all converters reinstalled and truck started and ran fine with check engine light on, no working O2 sensors.
You need to checked for clogged catalytic converters

If it starts with the cats disconnected and won't run when they are connected that points to a clogged exhaust system as your issue. You have an exhaust issue.

I had a P0430 DTC code since day one following purchase.
03/30/2021 - 182,690 miles, Changed oil and filter (Motorcraft FL-820S and Castrol Edge 5W-20, 6qts). Changed Bank 2 catalytic converter and P0430, Faulty Three-way Catalyst Converter Bank 2 is still present! This was not expected. Catalytic Converter-Direct Fit Left Eastern Mfg fits 06-08 Ford F-150 4.6L-V8 was ordered from e-bay $162
~5,100 miles between oil changes (182,690 minus 177,506)
05/07/2021 – I have not checked codes recently but Check Engine light has been off for more than a month since I changed the Bank 2 catalytic converter. Update – 08/05/2021, the Bank 2 catalytic converter that was removed was taken to a recycle center and it was determined that it was empty. Bank 2 catalytic converter was empty when I bought the truck thus the continuous check engine light.
As of Today - Since Bank 2 catalytic converter replacement there have been no new DTCs related to cats.
Important Note - If you remove/replace your catalytic coverters make sure you take your old ones to a catalytic converter recycler (not a scrap yard) they are worth hundreds of dollars. My guess (prices vary due to metal scarcity) they are worth at least $200 each. I have seen some catalytic converters bring over $800 each at recyclyer.

Quick update, I changed both upper catalytic converter as they were a bit clogged up and also inspected the bottom ones and they were fine, light would pass through, but it still does the same thing, won't start. It will start and run rough if I remove both down stream o2 sensors but it then throws a p2270 bank 2 o2 sensor stuck lean, and I swapped o2 sensors as bank 1 was working and still the same issue. Could bank 2 be so lean that it would not cause it to start ?
Sure sounds like you still have an exhaust issue. Is your exhaust system damaged or crimped? I have had cases where removing the upstream O2 sensors would allow the truck to start and run but run time needs to be kept very short to prevent heat from causing a fire. In those cases it was clogged cats.
