Default Code that has me stumped

Hello again. I have a fun one for ya'll. I have a 2008 F150 4.6 engine. It has a code of P0405, low voltage on the EGR. This truck has had 3 EGR valves installed. The code persists. Using my scan tool, I can actuate the EGR valve in 10% increments, while watching the live data graph. The engine reacts as expected when EGR is commanded, and the graph shows the expected data. On the live data parameter regarding EGR fault, it shows a fault anytime EGR is 0-20%. Anything above that, the fault goes away. Im now stumped. Im not suspecting this is electrical, but Im ok with being wrong. Any suggestions would be greatly appreciated. Also, before we go too far, Im using Motorcraft parts. Thanks in advance.

Have you done any of the diagnostics in the Ford service documentation?
