Just lightly brush off the big debris with a tooth brush or paint brush, and then wait till you have the money to do it right...

Whatever you do, do not clean it unless you are able to re-oil it. Cotton-based filters rely on the filter oil to screen contaminants. If you can't afford to service your vehicle properly, or the fuel for it, you can't afford the vehicle. Recharge kits are cheap.

I agree with you on the oiling aspect. But he could be having an off month where cash is tight. It can happen to the best of us.... Now if he's perpetually broke then I completely agree with you. If your ship is sinking, then you gotta trim the fat.

I can understand putting it in a dishwasher but at the same time it doesn't seem very safe, It will have to completely dry out right? I can afford it by all means but I'm trying to save as much money as possible for those unfortunate events that occur

The oil is what catches the dirt. If you can't afford a recharge kit, get rid of your filter and buy a $5 paper filter.
