Can you remove the rear cats and still pass emissions? Its on a 2005 4.6L

Depends...most of the time you will need them in. You could just re-install them before going for inspection. Then when you are done take them back out.

you can not alter the emissions system at all and pass inspection besides a tail pipe and tip
