No, not necessarily. The ticking occurs due to problems with oil pressure in the timing set. Certainly if the solenoids are getting noisy it is worth putting in the new upgrades but I would go OEM only. Plenty of great buys online, EBay for example has a couple of sites that deal in OEM parts at great prices.

 

So to put the nail in the coffin, there were upgrades done to the actual phasers, just not enough to warrant a new part number correct?
