Default to brake or not to brake

when shifting from park or neutral into drive or reverse should the brake pedal be depressed?
more specifically what is the torque converter doing?

can you even shift from park to drive without puttting your brakes on? i know you can from N but i didnt think from P

you can just tap the brake as you either pull back and down or push the button on the console shifter.

i fully depress every gear change, except when im in motion of course.
