Probably a shop. Maybe MoodyBlue on here would have some or a direction to go to get them

I got mine from a guy on eBay. It's a metal shell that glues over the existing one. He advertises doing custom so you may be able to get flat black. Just do an eBay search for custom ford emblem and there's tons of them

I know you mentioned you didn't want the flat look of plasti dip, however they make a glossifer now along with a tint/dye system..
