I torqued everything and did everything else, I work on 90 million dollar equipment for a living so I know how to turn a wrench and trouble shoot but fords constant special tool crap has pissed me off . I just put a vacuum check valve on the side that keeps the hubs open and it seems to hold vacuum now. I also bypassed the solenoid, I guess the parts monkey gave me a bad one. the check valves are working fine with only one way travel of vacuum.
