A lightbar would indeed constitute 360 degree's of lighting. As for HAW's its a touchy subject. That would come down to how strict your local law enforcement is. You would be better off looking at what your local laws state about this kind of lighting, if any would be allowed.

Can anyone tell us more about CPS Automotive? I have run Whelen my whole life, these look to be about 33% of the cost of Whelen, what are people's experiences etc with these products. I need to update my lights from TIR to LIN but was dreading the $2800 price tag, with this I could do it all for under $1000.
I would highly recommend CPS Authority. I have the LN8 LED Stick in the front (middle) and Phaser 8 T4 LED Stick in the back. I also have Whelen strobes and two smaller led dash lights that I got off ebay.
