Question 4x4 problems

I have a 2004 f150 xlt 4.6 v8. having problems with the 4 wheel drive wanting to engage while in 2 wheel drive. Ive replaced the iwe hubs on both side, put new vacuum lines in, replaced the solenoid, and changed the vacuum check valves. still having the same problem and cant figure it out. any help would be appreciated.

mine ended up bring where the vacuum line connects to the intake. I started back tracking and found it was almost completely clogged. Cleaned it out and so far its working the way it should.
