Question 4wd problems

Hi everyone
I have 2004 F150 4wd that I purchased used from a friend. When I purchased it the 4wd did not work. I took it to the local dealer and they said that the actuators were bad and possibly the axles. With a price of $1500. to $2500. to repair. No way I was paying that so I purchased the actuators from Rock Auto and replaced them along with one axle, also replaced the valve behind the battery. Still no 4wd. When I turn the switch the transfer case clicks and the light comes on but nothing. There is vacumn on one of the hoses that come off the valve. But no vacumn at the wheels. According to what I have been reading with no vacumn at the wheels I should be locked in 4wd but I have nothing.
Can someone shed some light on this?

Tap on the T-Case motor see if you can free it up....

Are the teeth on the hub gears ok?. The actuator gear doesn't bite on much when it's in four wheel drive. Doesn't take much wear for it to slip. You can jack all four wheels off the ground and put it in four wheel to see if anything turns on the front end. Might try checking the vacuum right at the actuator also.

Thanks for the replies.
Here's what I have found out.
I put the truck on a friends lift and the transfer case is engaging. So I started checking vacum. There was vacum at the switch but no vacum at the hubs so I took a piece of vacum line and ran direct from the switch to the hubs. This started eveything working.
But now when I turn the 4wd switch to 2wd the hubs start gringing as I drive it down the road. As soon as I switch it back to 4wd the grinding stops.
So what the heck did I do wrong? Did I install the acuators wrong? Anyone got any ideas before I take it all back apart?

If you go through the trouble shooting by this you will see what the problem(s) is/may be...

The lines maybe cracked/dry rotted.
