Default 2wd doesnt work but 4wd does

I have an 05 f150 with the 5.4L engine. My issue is, in 2wd the truck acts like it's in neutral, but I'm able to shift through all gears. While in 4wd the truck runs normal. I'm stumped on what the problem is. I have checked and replaced fuse 33 shift solenoid and fuse 16 brake shift solenoid. It seems like an electrical problem but I'm not sure, what ideas do you all have?

So in 2wd it won't move at all just rev in 1st, 2nd, and drive but if you put it in 4x4 it'll drive around is this what you're saying just trying to clarify your post
