My 2004 f150 got broken into and wile they tried to take the radieo out they destroyed my heater controls. So now ford is telling me if I replace them with some from a wrecker ( used )I will need to bring the truck in for them to re program them !! . This makes no sence to me they and I am wondering if it is true.???? And if it is true is this somthing I can do or do I really need to get them to do it ???

Do you have manual turn *****? If so then the dealer doesn't need to do anything. Do you have the digital auto controls? Then yes the dealer will need to reprogram.

Ive never personally had to do this but my understanding is that you can just swap the turn ***** for a set just like them. I don't know what kind of programming a dealer would even have to do? The vent selector is just tied to the actuator motors to flip little doors which should not be tied through any computer. The fan speed runs to a resistor to change the amount of energy sent to the blower motor. No computer. And the temp select is just tied to another actuator motor to move the blend door for more hot or cold air. No computer. There might be something I missed but doesn't seem to me like there would be any programming needed.

If it's just the *****, you can replace them yourself.

Dealer just wants to calibrate some more money into their pockets.
If it's broken *****, do it yourself. Had to do this on a car I used to own. A/C temperature **** broke, put a new one on, worked fine.
