If the cigarette lighter works in the plug then I would think it might be the charger itself that you are plugging in. Try it in a different vehicle maybe? Or the plug in the back seat...

Do you mean the charging plug on the dash to the right of the radio? If so...it's not on the same fuse as your cig lighter.
Don't know what year your truck is, but check fuse number 37.
