Butane is what is added to winter fuels, and Whitescrew77 explains why.
And as far as why summer blends aren't sold year round, it's because 99% of the population wants to buy the cheapest gas they can find, and don't know how to calculate MPG nor care. Same ones that drive 80 when they can get better mileage at 70 or 65. And stop at the expensive station instead of the cheaper station.

Fuel is cheaper right now because crude oil is trading very low, it has been trading low for a quite a few weeks now and its possible we could see gas go below 3 bucks a gallon again. Here in Iowa we usually set the records for cheapest gas, right now we are at 3.09.

I will hazard a guess and say Europe's looming energy crisis with Russia will fuel a raise in prices soon with USA trading oil/LNG to Europe. Hope not. : > /

Your theory is a little flawed. Even while Russia and Ukraine were fighting a proxy war, Russia was still flowing natural gas into Ukraine. Russia's economy is not strong enough to play cat and mouse with Europe on oil and gas matters. Putin needs the money more than stock piles of gas and oil.
