Got some weird stuff going on with my 3 year old Addicts! Used polishes and other similar items with no joy. Anybody have any idea what it is? Thanks in advance for the help

Looks like clear coat coming off to mw

 

I wonder what would be the easiest way to fix that w/o screwing up the matte black?
