Default Trailer Sway Control

We just got an enclosed ATV trailer with standard electric brakes. Our boat has surge brakes, and none of the trailer brake control/trailering functions work with the surge brakes, including the five turn signal lane change strokes. But I'm wondering...even with surge brakes, does the trailer sway control function work, even without controllable electric brakes on the trailer?

I believe the Truck's On Board Trailer Sway Control uses the trucks brakes to control trailer sway. That's what it appeared when I watched the little video on Ford's website about their trailer sway but I could be wrong.

Trailer DOES NOT need brakes for the sway control to work. Been there. Amazing how fast it will react.
