So after recounting for the 5th time I see that I was looking at the wrong spot. It does in fact have both pins there I don't know how I miscounted that many times. Thank you for your patience with my idiocy.

I did find this https://www.amazon.com/Ford-Power-Re...ford+fuse+post for the relay. Just need to somehow get the power over there from the fuse.
I cheat.(just a little!) I always make sure that I have complete wiring diagrams on all my vehicles. My background is in electronics so I've always been big on wiring and schematics.

If you fuse location #21 with a 30 amp fuse and install the relay in the location marked in the pic you should be good.

You are correct.
I kept misreading the diagram as I mentioned. I was looking at the wrong row. I am a computer programmer myself and recently have been picking up the hobby of electrical engineering/embedded programming. I am helping a local non-profit with their Christmas light show. However, for me to succeed I need to get a little better at reading schematics . This picture shows where I was looking and why I was confused. Although the circle is a little faint, it is in the row below the correct one.

I am now looking into purchasing the brake controller. First I want to get FORscan working. The 2 bluetooth OBDII connectors I have are refusing to connect via Bluetooth to anything right now so I purchased new ones.. waiting for them to ship.

Sweet. I have a USB adapter. Only have that because my laptops Bluetooth died. I have found that USB is more stable and faster than my old adapter. Keep us posted on your progress. 👍

Another way to do the install is to simply tap a piece of 10 ga wire into the circuit feeding the 12-v pin on the trailer connector and run a length of wire up to the positive battery terminal. You'll want to run the circuit through a 40 amp breaker, and if you want the circuit to disable with the ignition off, you'll need to run it through an isolator solenoid.
Not the 'slickest' way to to it, but it would work fine and be extremely reliable. This is how we supply the power on vehicles that aren't equipped with the tow package, and it's worked fine for years.
