I assume you're ebrake was engaged, and you left the truck parked for an extended period of time, correct?

If the brakes got wet, and you set the emergency brake, then it's possible they froze. One option would be to wet them again to defrost them, then immediately drive.

I never set the emergency brake unless I'm on a hill and don't think turning tires to make truck/car go into curb will stop it.

I had this happen to my 5 speed ranger once. I was trying to go home from work in a blizzard at 2am and the passenger side park brake would not release. I put the truck in gear and shut it off (so it wouldn't roll away) and release the park brake in the cab. Then I crawled under the truck on the passenger rear side and grabbed the park brake cable and moved it around (just flexing the cable in different directions). This was enough for it to come free. I could hear it physically release from under the vehicle. Make sure your truck is in park so it doesn't run you over.

I don't think the wheel turning into the curb is to stop it, I think it's to prevent your vehicle from rolling down the hill gaining speed and flying into someone's house or intersection... You might find it blocking the road or on the sidewalk instead.

As for the ebrake stuck on I would remove the rear driver side wheel and torch the center , not direct but it worked for me. The ebrake in these trucks are like a drum brake, it's not an apply rear brake ebrake .

Could be moisture frozen in the cable sheath. Maybe try moving the sheathed part around a bit to try and break up ice if theres any there.
