Rust Bubbles full of water underneath paint

I'll be contacting the dealership today, they have a good body shop and have always treated me well. I think the soft spots could be repaired, the inside of the rockers would need to be cleaned and some sort of rust preventative spray would have to be applied. I'm hoping to catch this as soon as possible to prevent any further damage. I was unaware that this problem occurred in extended cab trucks. I thought the crew cabs were more prone to rocker panel problems.

I have a cluster of paint bubbles on the right side of the drivers side rear door latch on my extended cab. The bubbles are on the top of the rocker panel. No idea how they got there....

I did look at mine very quickly last night. Don't see anything, yet, but again, it was a very quick look. Plan on actually going under it this weekend to check it out more in depth. I did notice though, the outside of the rocker, was textured. That that was kinda odd. I like it, just odd. Can't really see it at all, but you can feel it.
