Rev limiter in neutral?

Default Rev limiter in neutral?

Hey guys and gals, I'm about to pull the trigger on a 2011 5.0 lariat. During the test drive a threw it in Neutral and hit the gas, but noticed it stopped at 4k. Is this the case with everyone or is there something screwy? Anything I should look out for on this ole girl? 185k interior is in good shape, after market radio, engine sounds pretty normal on cold start up (none of those stange 5.0 sounds I've heard about) leak free and rust free. What else? Thanks in advance!

Rev limiter. Keeps from blowing up the engine by doing stupid stuff.
