As for exceeding the tongue weight of the hitch I am not sure as I dont know the specs of the hitch being installed.
That's without any options, and you have a good list. When you take delivery, I would make any bet the yellow sticker in the door jamb will read something around 1,400 lbs. Maybe somebody with an FX4 and similar options can chime in, or you could look at a few trucks at the dealers. The sticker in the door jamb will tell you exactly what you have.
Are you not getting the tow package?

Very similar to my 2011 fx4, except I dont have the moon roof. All else the same. My door jam says I have just under 1300lb available payload. The truck is actually closer to 6000 lb as delivered.

You will be pushing it. Put in some airbags, or change to a max tow. Although the max tow does not give you a stronger axle, but stronger springs - a bigger radiator - a different hitch - and different steering ratio. I have been a bit over payload and you can't tell it in this truck, a set of airbags and she will ride nice.

Yeah, that's right around where it should be with all these options. They weigh more than one would think. So newfiestang would be at probably around 1,250 lbs, maybe a little lower. He'd be most likely more than 500 lbs above his payload when towing that trailer. I would not do it, but people look at this differently. I just thought I bring it up, as he can still get the right truck for the job.
At the absolute very minimum I would get the max tow package, but HD payload would no doubt be the right choice here. Air bags will help the ride, but won't increase payload, especially in case of an accident.

I think changing to a Mac tow and using a good weight distribution hitch should keep him ok. From what I have seen, with the correct setup hitch, about 1/3 of the hitch weight is placed back on the trailer axles. That would mean a hitch weight much lower than 1,100 and with the max tow payload near 1700 there should be some safety margin.

Actually this has been debated quite a bit in another post and from what I can tell the differences you mention were for 2010 (and maybe 2009 as well) trucks. From that post it was confirmed that the only difference in max tow and regular tow for 2011 and 12 was the brake controller, upgraded hitch (even though regular tow is still a class IV) and bigger mirrors (US trucks, Canadian max tow has smaller mirrors)

All that said I agree I will be at the limit or above.

I know I cant get max tow with FX appearance and I dont think HD payload is even an option on this truck......I will check.

I personally wouldn't worry about being at or slightly above. Some may disagree. I've been a few hundred over when i have three dirtbikes in the bed and four people in the truck and you really don't notice it at all in any way still. It barely even squats.

Are you saying that every truck will have its own payload rating which change with how you spec the truck out when ordering. I would have just thought that every model would have been the same, for example all FX4's would have the same rating and all XLT's the same etc. Are they really that specific, cant say i've ever thought about it but in say that I guess it kind of makes sense.

A perfectly set up WDH transfers about 20% of the tongue weight back to the trailer axles, so around 200 lbs. But the WDH itself comes in at 120 - 150 lbs, so it's almost a wash.
