Clear coat over the stripe? I had decals clearcoated over on a f150 before. Makes it easy to wax that area.

if it really is vinyl, you should be able to (carefully) get until it with a new razor

A 3M rubber wheel is never a bad purchase, regardless whether you currently need it or not
