Really the only bang for the buck mod worth doing for a mileage increase would be a drop-in dryflow air filter from AEM or AFE and even that's questionable. Theyre around $40 and you'll pick up 1 mpg.
Above all you can't accelerate fast in city driving . Following that rule alone will save you the most dough on gas. It has for me

Better gas mileage is the last reason one should get a tune. Unless you can somehow get a tune for free because that would be the only way the mpg gain is worth it. Tunes are for power first and mileage is supposed to be the side effect.

Best MPG mod I've found for the interstate is cruise control and keeping it at about 60 mph.

On the air filter I'm just going off what many reviewers of those filters have mentioned. What's silly is dropping several hundred on a full air intake kit thats no better designed than the stock airbox and will gain you no more mileage than a drop in.

Anything you can do to get more bottom end torque out of the engine will help you get better MPG's provided you drive a little slower and take your time accelerating from a stop. I have a 2009 F-150 4.6L 2 valve and i plan to do these same mods to it.
My personal experience with a torque bump getting more MPG's is with my 07 ford E-250 stretch econoline service van with 5.4L 2 valve. When I first got it it would get 13mpg in town and 15-15.5 on the highway. I removed the restrictive cold air snorkel installed a K-N air filter installed a free flowing Magnaflow muffler "still very quiet" and reprogrammed the ecu with a SCT programmer from 5 Star tuning. The result is noticeably more engine torque better throttle response and a better shifting transmission MPG's vary from summer to winter due to air temp. In the summer it will average 16-19 around town and 19-21MPG on the highway if I drive at 65 or less MPH. In the winter the MPG's are less. Use the air conditioner and MPG is less. During very hot weather above 95 degrees I saw 21 MPG driving in the city For two tank fill ups. I was driving 30 mph average speed in town and the van was empty. Not empty on the highway. Usually several bikes and people were inside. The air filter and muffler mod added a minor but noticeably better throttle and torque boost but the biggest gain came from the ECU tuner. I don't think i would go for the CAI. Do the Gotts mod or Drill one inch holes in the bottom of the airbox. If you don't like the results get some snap in plugs to put back in the holes.
