In some States it is illegal to flash your high beams at someone.

#2 Phillips head screw driver you will see it on the top of the light housing when you lift the hood.

True but it has never stopped me from flashing people so they know. If they are asses that put HIDS or LEDs in halogen housings I just turn my brights on and leave them on.

it's also illegal to drive above the speed limit, but everyone does it

Just pointing out why it may have dropped in the number of times it happens.
