Intercooler Hole
Allows condensation build up to be released onto the ground. Otherwise it gets ingested into the engine if it builds up too much. Only an issue if under wide open throttle you get hesitation on an ecoboost.
The need for a weep hole depends on climate and driving conditions. If you do quite a bit of around town driving and/or live in a high humidity environment, you'll eventually get a build-up of condensation and oil sludge from the PCV system. The first time you hammer the throttle it'll blow this slug through the cooler and into the engine. It'll falter and miss like crazy and the check engine light will come on. If I had an EcoBoost, I'd drill the hole regardless, just to keep that crap out of the engine, even if I wasn't having a particular problem. Ford's official fix is to block off about half of the cooler (so it doesn't cool) and the moisture stays in suspension. Basically it's curing the headache by cutting off the head but I understand why they can't vent the cooler externally, due to EPA/environmental regulations.
