Backorder for a month? They weren't being honest with you it doesn't seem. I just had all that replaced under the TSB at my local dealer a few weeks ago and it took two days. All parts in stock and available. They said there hasn't been any kind of issue with parts for this TSB in quite some time.
Secondly, this timing chain replacement isn't going to fix your issue. The noise and timing chain stretch just causes a few little issues and the noise, it doesn't throw a misfire code or cause hesitation. You still need good plugs gapped correctly and potentially drill the intercooler if necessary.
I had the timing chain noise for 10-15k miles and never had a code, never had bad gas mileage and never misfired. I also have proper plugs and replace them every 20-25k miles.

You drill a 1/16" hole in the intercooler so the oil that can buildup inside of it will be released. Sometimes the oil will make the truck hesitate like that.
The codes you threw were for the Crankshaft to Camshaft position correlation. That means obviously that timing is off or isn't right where it should be. That can mean certainly crappy mileage and performance, but the hesitation issues are all from plugs and getting rid of that oil.

why would I drill the intercooler? I'm not familiar with doing that. The codes that my truck was reading according to my cheap code reader was P0016 and P0016P. Ford dealer told me "they only have two techs that can pull codes." They were both unavailable. It was at ford for about a week before they even pulled the codes.

Lots of threads on the intercooler weep hole. Drill it and it allows the oil to weep out and not build up.
