FX4 Gauge cluster clarification

Could be a stupid question.. But is this an appearance package option only? My brothers truck is a 2010 fx4 and his gauges say FX but he's not an appearance package. Just did some research looking on all used Ford dealers around me and on Autotrader.ca and it seems any loaded FX4 has the FX gauges but any non loaded or appearance package has my gauges.
