Ok. I think that answers my question. The other piece that's attached to the bumper is not part of the chin spoiler swap/install. So it doesn't matter that you have tow hooks and mine doesn't.

09_XLT - I see it is $105 from Tasca Ford.
If you contact Joshua at Tasca Ford internet sales ( 1.800.915.3141 ) he can do better than that.

Is that where you got yours?
Had a quote from Joshua and was going to until I found a NTO ( New Take Off ) Buy-It-Now on ebay®

-CORRECT-

It bolts to a section of the frame that is behind the bumper fascia. You should see a square/rectangular opening on each side into which you will need to slide a fender nut. Picked-up a package of 3 at NAPA ...

3/8" - 16 part # 665-1961
You'll also need a couple of 3/8" - 16 x 1½" bolts.
