This was asked by someone else this week. The answer is, the dealer who sold it to you activates it. If you bought them from someone else, then they can transfer it to you on the website (don't know if that includes on a different vehicle, but probably does).

A dealer cannot activate a used unit.

If new any dealer can do it, it's typical the selling dealer does it as a courtesy since you bought it from them. They do it over the phone with you at the truck so you can confirm the commands they send thru.

Our last 3 vehicles have been purchased out of state. Never had an issue getting service or warranty work done at the dealerships ( Ford and Hyundai).
I would have purchased my F150 locally, however Lariats are quite rare, mostly XLT's around here. I found one locally and asked them if they would match or get close to the one I eventually purchased. They were $4k higher. They just laughed . So I drove 4 hours and saved 4k
