Yes, it reaches operating temperature within a couple minutes.

Best way I found was to get one of those "radiator flush kits" Prestone sells and put one of the tees in the heater return hose then fill system with the cap off of the tee.. I used a brass garden hose cap for mine after the original cap cracked after 6 or 8 years.
