A scanner can't do it, you need a programmer. SCTX4 is what most people use including my self. I highly recommend MPT for a custom tune as they are experts in all the settings and can make your truck shift properly depending on how you wish to run it.

I run a 93 race tune as a DD and have so for a few years, love it. They also make towing tunes, transmission only tunes, etc... Just tell them what you want and they will make it happen, here's a direct link for what you need, http://www.morepowertuning.com/f15050x4

You can always buy a used tuner, but then the tunes cost more. If you buy as a package from either MPT or 5 star you generally get about the best deal...unless you get a ridiculous deal on a used tuner.

I paid $380 for my sct x4 with six 5 star tunes over black Friday.

This. I also got my x4 with 5 star tunes on a black friday sale for under $400, which is what the x4 normally costs by itself. If you buy a used SCT device, a single custom tune will run you $100 or more. You can run the canned tunes from the device, but from what I've read, it doesn't hold a candle to a custom tune.
