Default 2014 stx side steps beginning rust

I just noticed on my 2014 STX that has the tubular steps that what appears to be surface rust is forming on the ends where the plastic caps cover the openings. Anyone know if these caps can be removed? What abotu the rubber/plastic tread on the top of the steps? I'd like to prevent it from getting any worse this coming winter.

They should be bolted on the end to the cab mount brackets. You can remove them and clean they up but this is what they do over time.

Most of the steps have a simple screw holding the end caps on.
