Not much info to go on there. Regardless of the specific part that is failing, you are going to remove the entire dash assembly to get to it.

I was thinking it was the blending actuator

Without details of the actions, we cant speculate. If its a blend door problem, you will still have blower motor, but the air temp wont adjust. Typically they get stuck in one position or the other, so all hot or no hot.

It's either cold somtimes or hot seems like when ever I start the truck the heats always on since its starting to get cold out
