Default New and need help ASAP Please!

I have a very large issue on my hands. My dog was hit by what was believed to be a Ford truck on Friday. The driver decided they would speed off vs. stopping to check on the dog or help out. The reason I believe it was a Ford is due to the splash guard or wheel well part that broke off the car and was laying in the road with my dog, his hair and his blood on it, has the Ford logo etched on it under all the part #'s. I need help identifying what numbers are the part number and what year and model truck/car/suv it could belong to. The markings on the part as follows:
P195A
>PP<
1643-04
LH-4L24-16D073-BA
Please if anyone can help me out that would be greatly appreciated! I would like to find out who did this to help pay for the vet bills (two days in and I am nearing the $4,000 range and he hasn't even had surgery yet to fix the broken bones and internal bleeding).

Here are pictures of the piece

Sorry to hear about your loss. I would be pissed but have you called the police/SPCA with the info? They could probably find them and charge them.
