GEM module and my mechanic

So I got this 2000 f-150. I was not able to close the passenger door shut and got the interior a bit wet. Noticed water streaks on the side of my dash And floor mat when I got in the next day. while driving the 4x4 indicator kept turning on and off while hearing clicking sounds from behind my dash.
After searching several post on here I believe its the GEM that may have gotten wet. After about 30-45 min of driving I had to get off the car and left it idling shifter in PARK, i started hearing this clunking sound and it sounded like its metal to metal, so i figured it may be the GEM sending signals to the transfer case to put it in 4x4. When I got home took the transfer case motor out to see if that would change anything- still the same clunking sound- took out vacuum lines to the front diff and hubs - still the clunking sound.
during the trouble shooting process, I noticed that when i turn the key on (even before the crank position) the starter would engage on its own for a fraction of a second. Now im thinking that is what is causing the clunking sound (only when transmission is in park)
spoke to a mechanic and I was told that it may be a bad GEM.
Now im looking for GEM but was told by my mechanic that I need to have it programmed and give the VIN number and mileage to whoever Im buying it from as it needs to be programmed. I need help to find a reputable place that can do this for me.
i hope to get some help from you guys. My truck which I absolutely love is now about 100 miles from me waiting for me to get back with the correct part.
