Question burning plastic smell

I start to smell burn plastic after I drive my 1997 super cab 4.6 for an extended period of time of more or less than two hours at a time.
I looked under the hood and notice back by the firewall two lines covered with some type of flexible tube insulation. This insulation has burned through and separated exposing these metal lines coming from the carbarator. They appear to get very hot. I asked a mechanic and he told me not to worry, that it was nothing.
Do you see a problem?

Question burning plastic smell

I think I found the answer. The EGR valve must be closed or is closing or gets stuck.
The tube from exhaust gets very hot and has caused the insulated covering to split in half and start to burn.
Should I replace the EGR valve which is quite expensive?
