Default Bought a project

I just bought a 04 FX4 with a 5.4 with a 135,000 that had a couple issues. Well i had it running, not great, but ran. I changed out the original plugs and coil packs, packs came with the truck should have been a flag but, now it wont start. Checked spark with a old plug and coil has spark on 1 cyl. Checked fuel pressure after the filter had 45+ psi. Hooked filter back up still not starting. Went to check fuel pressure and found no pressure at filter which i had when i had the gauge hooked up. Could it be the FPDM or the regulator?
