To help protect the community against Spam and Scammers, new members do not have immediate access to send Private Messages until they've become "established" members. It's not good to disclose exactly what is required to become an "established" member, as then the spammers will find a way around the restriction, but know that it's fairly easy to become an "established" member if you use the site for its intended purpose. At a certain point, the system will then automatically upgrade the account with Private Message permissions as long as the account is active.

Also, each member has the ability to allow or disallow the email through the forum option. Member grey goose has set that option to disabled.
