The time a post is made question

Why does the time that a post is made not indicate the correct time? I have the time zone correct in my User CP personal settings.

Are you always signed in?? Mine is correct when I'm signed in but if I'm not I believe it shows the eastern time zone!

Im pretty sure you have to be signed in to post anything. No idea OP. Sorry. I'm on the east coast and it shows my time correctly.
