Will not downshift up a hill

Unhappy Will not downshift up a hill

94 F150 5.8 E40D 4X4 190,000 miles
The truck had this problem when I bought it in May of 2016.
Transmission goes through the gears flawlessly from a dead start and downshifts smoothly comming to a stop. Overdrive works properly. The motor has plenty of power.
There are no unsual dash lights and no trouble codes. The tires are factory and the PSOM is set correctly for the tires. The spedometer is rock steady.
I can make it kick down when I stand on the gas peddle. Sometimes it will go into 2nd gear then 1 second later it it goes right back to 3rd gear.
Some of the hills around here are tough to climb at 1000 RPM. I have to manually downshift to 2nd to climb the hill.
I have replaced VSS, TPS, MLPS, MAP sensor, plug wires and plugs, accelerator cable, overdrive switch, solenoid PAC, and the air in the tires.
My cats know more about this problem than the local Ford dealer.
I am convinced the transmission is good and doing what is told to do.
I have seen this issue in many forums with no resulution.
Has anybody have any suggestions?
