Default Whining sound

Hello everyone, just bought a 93 and I've never felt so in love, minus the few repairs it might need. Hoping you guys can help. First off, when I start her up, idles at 1500 rpms, never goes down, no matter how warm/hot. Idle control valve or vacuum leak? Secondly, the reason for my post, I hear a semi loud whining sound from the motor. It's like a verrrrry loud power steering pump and gets louder in second and third gear, but dulls out at fourth. Please tell me this isn't my tranny! It shifts fine except for coming to a stop, where I feel a slight clunk when it's shifting down? Idk. Only had it for two days and want to start diagnosing her "issues". Thanks!
