just did a quick thing building my own on the ford site, im not sure if you're looking for brand new or used but for the budget of 40k my build came to 39,555 before any incentives etc.
my build (base msrp of 37,215) was:
-xlt, extended cab, 6 1/2 foot bed
-5.0 v8, auto transmission 4x4
-3.73 electronic locking rear
-trailer tow package
-ruby red (an extra 395)
-spray in bed liner (475)
no other accessories

for fastening fabric
it depends on what you want, dude.
do you want leather?
are you going to replace the factory wheels?
do you want 4x4? do you want chrome bumpers or painted ones?
do you want nav? a console vs bench seat?
do you prefer a v8 or are you open to a twin turbo v6? or even an n/a v6?
do you need 4 full doors? do you need a 6.5' bed
answering these will narrow it down a lot!

Unless you're dead set on new, buy something 2 or 3 years old with 50K miles on it for $25K so you don't waste money on depreciation. Then you have $15K to do whatever mods you want.

If it was me and I had 40k I would walk onto the dealership and find a truck where the sticker says 46-48k without any incentives taking off the truck (it will help if it is a 2013) With the end of the year discounts you should be able to get the truck out the door for 40k.
Buying a used truck you will get more truck for your money but it will be used.

hrm $40,000 is a lot of cash...let's see...
F150 of course, 5.0, SCab 6.5' box, 2WD XLT without leather, 17 inch wheel. And maybe a sliding rear window.
