Default What is this part I found under the seat?

When I was vacuuming my truck today, I found this under the front passenger seat of my '13 FX4. Looks like maybe a cable holder or something, but I couldn't figure out where it goes. Anyone seen this before and/or know where it goes?

That part is known as the 3B-2 and is generally found under the front passenger seat.

LOL I was hoping for slightly more information. Perhaps where it belongs, rather than just where it is found?
