Default Trouble with braking

My 2001 f150, the rotors, pads have been changed, twice, and I still have a " rolling " or a soft pedal to where the front of my truck will shake when I am braking. I need to do something to fix this problem. Can someone out there give me some hints or idea's on what I need to do? I would like to do this this weekend.

Typically the vibration in the front is the rotors. The "rolling" is a new term to me. When back drums were out of round we would have a funny sensation of the vehicle running on oval tires. In todays trucks the rear drums don't come into use except for parking brake application. With the rotors being changed, concock some sort of steady pointer to check for warpage. Another thought is a bad rotor.
