No. you have probably got a stuck brake caliiper. Or could just be the pads have enough rust between them and the rotor to not let you spin it.
But more info on the truck could help diagnose it.

Its not unusual to find a wheel locked up on a vehicle that been sitting for a very long time. Conditions vary quite a lot and sometimes rocking the truck back and forth will break it free, other times dragging the truck may break it free and in worse case sceneios complete disassembly or in the extreame sledge hammer. If you are fortunate you may be able to drive it with no further action althogh most of the time the caliper is stuck beyond hope and needs to be replaced

2004 FX4 Off Road 4w. I was able to remove calipers and brake pads (gave me hard time) front passenger side spin but driver side doesn’t I removed break rotor but I can’t remove wheel bearing ( it seems like axle still locked to wheel bearing according a video I saw in YouTube

Sometimes the bearing housing, hub, is a PITA to get off the knuckle. Try tapping around where it's mounted to knuckle, maybe try prying on it first with a gasket scrapper until you get a space wide enough for a pry bar, heat and penetrating oil can be youtr freind too.
