Default Rust/Warranty question

I just bought a 2011 S. Crew with 18,000 miles on it. Because it has a cover, I did not notice a bit of rust in the bed on the front right side. The seam has some bubbling and has surface rust.

Because it is so isolated, I almost wonder if the previous owner had a bag of salt or something caustic sitting there.

1) Do you think it would be fixed under warranty?

2) SHOULD a warranty fix such things?

I might just grind it down and paint it and then have a spray on liner installed.
