riding with tailgate down

Is it illegal to drive with the tailgate down in PA?

I read elsewhere on the internets that it is legal, but I would prefer more confirmation

Not sure what state regs are but it's a generally good idea to keep in mind anything that blocks the plate is going to be illegal in ANY state.

you probably wont run into problems but if you're doing it for gas mileage it doesn't work and you're better off keeping it up
