Default Por15?

Hey guys so I've had some body work done on my truck. I had the rear wells sanded down and then sprayed with bedliner but the rust is coming back through again. I was wondering if I could just generously coat my wheel wells with POR15 inside and out and stop the rust. For a 95 in the midwest my truck is in great shape body wise and I would like to keep it because it is my favorite body style. If I do the POR15 will it be a pretty permanent fix? Also does anyone have any tips for taping out a perfect circe for my wheel wells? It would look just how my bedliner does but just with POR15 instead of bedliner. I was thinking I could tape a piece of string to the center of the wheel and pivot around that point. Good idea? Also do I want to get the black POR15 or the semi gloss black? I think this may be my only hope of saving my truck, that I can afford. Thank you guys so much!
