Yeah, it is. However, rather than complaining, I MAY have found a product online that will stop rust and remove it.

It's called POR-15 and they make a product specifically for chrome/polished aluminum. Has anyone ever used it?

My truck is a 2010 with 2200 miles on it, and my bumper (both front and rear) are rusting, and so too are my tow hooks and even my Fu*king chrome rims. I am borderline obsessive about keeping my stuff clean, so I don't think it's from lack of cleaning.

Should I go to the dealer and express my displeasure, or just deal with it myself?

Here's the product I was talking about:

Thanks.

ive used POR-15 and its a great product. it does not remove rust, its simply a rust inhibitor. its designed to be applied directly to the rust, it bonds to the rust and prevents it from rusting further. be advised though, the stuff is nasty, if you get it on your skin, your clothes, your driveway or anything else you dont want it on and it drys it will not come off with anything short of a grinder. it took weeks to get it off my skin. wear rubber gloves and junk clothes when you use it and cover your driveway.

here are a couple pics of where i used it on my ranger.

before..

after..

Rusty bumpers and rims on a 2010 with 2200 miles? I would not be a happy camper. Yes, I'd be back at the dealer.
